Open Public Hearing Regarding Changes to the Application for 2025-2035 Renaissance Zone Development Plan. The plan will form an additional Island by moving the current Lots 42 & 44 to the Waterfront Meadows area. Increase the single-family residence exemption cap to $500,000. from the current 300,000. The Renewal Process will now be every 10 Years.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford shared the Dirt Work has started at the New Service Center Location. Please watch for the Public Meetings that will be coming up on future Construction Projects.

CITY UPDATES & COMMISSION REPORTS

City Engineer Peterson reported on the seeding and weed control on the boulevards that were in last years construction areas. Spraying and re-seeding has taken place in some of the areas. He will be watching and reporting until completed. 

City Engineer Eslinger gave an update on the Stand Pipe Project. The Geotechnical portion will start around June 30th.

Commissioner Gulmon congratulated the School and the Community for the recent voting turnout. Also, congratulations to VCSU on the ground breaking for the new Tharaldson Family Athletic Center.

Commissioner Magnuson gave a shout out and thank you to Hilde Gijssel and all she has done for the VCBC Library. Her & the staff have accomplished much in the past few years.  Also, welcome and congrats to Phil Mueller for joining the Library Board.

Mayor Carlsrud wanted to again thank all the Employees who assisted with Clean-Up Week, Branch Pick-Up and Electronic Drop-Off Week. A lot of time and hard work go into making those weeks run smooth. Shout out to the Crew that worked on the Community Days Event around town. Seemed to be a very successful event with many people attending.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford shared that they have started putting up temporary fencing around the Public Works Service Center. There will be work started in the next 3 to 4 weeks. Construction meetings will start June 11th.

CITY UPDATES & COMMISSION REPORTS

Finance Director Klein talked about the audit which started the week of May 26th and is going well. We will need a federal single audit because of the ARPA funds that we expended in 2024 on the public works salaries. 

City Assessor Current talked about how she attended the Barnes County Equalization Meeting on June 3rd. No protests from any Valley City’s residents.

Police Chief Horner talked about how online purchasing has continued to grow and they are advertising that the front of the police department is an online purchase safe exchange location.

City Engineer Peterson talked about how our street projects from last year have been getting numerous complaints about grass and weeds growing. The 2nd Ave NW project will be sprayed for weeds June 3rd through the 6th and will be followed up with spraying new seed June 3rd through the 13th. Asked contractor to give property owners notice after work has been completed. The 6th Ave NW project as well as the area around City Hall, we are waiting to hear back from contractors on weed spraying and reseeding. There will be a 2nd St. 3rd Ave, 4th Ave NE project special assessment informational meeting on June 10th at 5:15 P.M. in the Commission Chambers.

Commissioner Gulmon talked about the City sales tax revenue report for the first quarter of 2025. Down 2.4% from a year ago. Remote/internet sales were 13.65% which is the highest it has been in the past five years. Food and beverage tax is down 2% for the year. Motel/hotel occupancy tax is up 22%. On June 10th, go vote regarding the school bond issue.

Commissioner Bishop talked about how school is out and there is a lot of bike riders out. Reminder that bike riders still have to abide by the rules of the road.

President Carlsrud thanked all of the people involved with clean up week and picking up branches. Please take time to dress up lawns that are overgrown. Thanks commissioners and all the employees for all they do.

Called to Order

President Carlsrud called the meeting to order at 2:30 PM.

Agenda Items

Review Monthly Bills/Reports. Finance Director Klein reviewed the monthly bills and reports.

Discuss Task Order Amendment for Environmental Documentation, Design and Bidding for National Guard Water Tower Demolition Project. City Engineer explained that he had spoken with ND DWR and we can request this as part of a project but there is no guarantee that it will be approved.Discussion was had. Consensus was to move this to the Commission Meeting for a vote.

Discuss Changing our Credit Card Issuer.  Finance Director Klein stated that by going local, we would receive a 2% cash back as well as other features. The Commissioners agreed to move forward with the change. Effective 7.1.25 we will start using the new cards. Effective 8.1.25 the previous credit cards will be cancelled.

Discuss Completing an Electric Rate Study for Valley City. City Administrator Crawford explained that MRES will pay 50% of the study. This will help determine if our current rates are at the correct price and solidify any increases in the future. The Commissioners agreed to move forward.

Discuss Estimate for 12th St & 9th Ave NW. City Engineer Peterson discussed the origin of the request for funding on extending 12th St from 9th Ave NW into their development. This was roughly three years ago and nothing has taken place since. The Developers were going to ask for an extension but their time has expired. They are now asking for funds again for this project. The baseline costs have gone from 685K to 835K, this will include the revised alignment adding a curve in the road to stay out of the rail road right-a-way and adding sidewalks. Total cost to make this work, would be 1.65M. This could be done in phases. Currently looking into options for cost share funding, No action at this time. This will be removed from the Commission meeting.

Discuss Keeping of Chickens in City Limits. The materials were reviewed and discussion was had. The preference of the Commissioners was to consider the request, but will make no changes at this time.

Discuss Overpayment of Snow Disaster Funds from the State. Finance Director explained the error made at the State level and we will be paying back the overage.This was just an FYI.

Discuss Sale of Easement on Farm Land near City Lagoon. City Attorney Martineck talked about the new Inter-operable Radio Tower System that the State has been working on for a few years. This location is the best option for the Tower by Valley City. Allo offered 10K for the easement. Allo will also reach out to the Farmer renting and pay for his crop loss. Commission consensus is agreeable to move forward with this process.

Department Reports

Department Spotlight – Street Department – Part 2

Sanitation Department Supervisor Swart reported on the Electronics Clean-Up weeks. The Residents appreciate us for providing that service. Letters were sent out to certain Residents for some of the remaining items on boulevards that are not picked up by the Crew. The 2020 Peterbilt will have the tag axle put on in Fargo at NW Truck & Trailer who had the lowest bid.

Water Department Water Supervisor Hesch updated the Commissioners on the Low-Level Alarm that alerted him. He had some Divers from the Valley City Fire Department clean the intake screen and they moved the sensor out of the silt and the Alarm ended. Due to the rain, the water usage has been down.

Electrical Department Electrical Superintendent Senf talked about the one outage from last month. The Columbia Grain project was completed. He is looking to order the fiber now for the Service Center due to it being on hand and a good price. Keeping an eye on the soft costs for the project. The plan is to be done boring the south side of town this week.

Fire Department Fire Chief Magnuson reported on the calls for service for the past month and on the blighted buildings around town. He gave updates on the listed locations. 

Police Department Police Chief Horner went over the Calls for Service for the past month. He shared the Trainings and Community events that He and the Officers have been attending. Received funding with City/County Health & CHI Mercy to supply CISM Training for up to 25 Officers and First Responders and then open it up to Residents.

Street Department Operations Supervisor Klemischtalked about the annual inspection from the Department of Agriculture & we passed. Doing a great job of record keeping but will need to start advertising the spraying by means of social media to inform the Residents.Capped the old water service at the Valley Plains site, the street patching was us. Hot mixing around town, spraying for weeds and one spraying for mosquitoes is done.

Administration

City Administer Crawford reported that the New Service Center Ground Work has begun. Update meetings will be held weekly.  They are moving right along, they have however run into quite a bit of cement chunks. We are working to see if the City can haul that out to save on the costs.Cost estimates will be taken care of by Gwen & Brenda.

Finance Director Klein reported that she is working on the current Audit and the 2026 Budget.

Public Comments

    June 10th, 2025 – MINUTES OF REGULAR MEETING OF VALLEY CITY PLANNING AND ZONING COMMISSION

      Jeff Erickson presided and called the meeting to order at 4:00 on Tuesday June 10th, 2025.

    Commissioners present: Ian Jacobson, Joe Tykwinski, Tim Durheim

    Commissioners Absent: Dave Carlsrud, Bill Carlblom, Mike Schell

    Others: City Administrator Gwen Crawford, City Attorney Carl Martineck, City Planner Joel Quanbeck, City Assessor / Acting Secretary Tina Current, Fire Chief / Building Inspector Lance Coit, Building Inspector Mike Blevins, Chad Petersen (KLJ), Tracy Eslinger (Moore)

     Chair Mike Schell and VP Dave Carlsrud were absent. Commissioner Ian Jacobson made motion to       nominate for Commissioner Jeff Erickson to be chair for the meeting. Seconded by Commissioner Joe Tykwinski.

    Motion passed with unanimous approval.

    Commissioner Tim Durheim moved to approve the minutes from the April 9th, 2025 meeting seconded by Commissioner Joe Tykwinski. Motion passed with unanimous approval.

    Building Inspector Report

    Building Inspector Mike Blevins sent the permit list to the board, Fire Chief / Building Inspector Lance Coit reported permits on a garage and deck.

    Public Hearing for Preliminary Plat For Replat of LOTS 6,7,8 Block 2 – Waterfront Meadows Addition

    Jeff Erickson opened the public hearing.

    Donny Eberle with Bridgetown Builders explain the purpose of the plat. The hearing was closed.  

    Internal discussion ensud. City Planner Joel Quanbeck reported his findings.

    Commissioner Tim Durheim made a motion to approve the replat of Waterfront Meadows Addition. Seconded by Commissioner Joe Tykwinski followed by a roll call vote and unanimous approval.

    Public Hearing for Zoning Code Amendment – Standards for Manufactured Homes and Manufactured Home Park

    Commissioner Erickson opened the public hearing.

    City Attorney Martineck introduced Ordinance no 1172 and explained the reasons for the text amendments.  The hearing was closed.

    Commissioner Ian Jacobson made a motion to approve ordinance No. 1172 with a recommendation to the City Commission, seconded by Commissioner Joe Tykwinski followed by a roll call vote and unanimous approval.

    Public Hearing on Zoning Code Violation – Legacy West PUD Construction site

    Jeff Erickson opened the public meeting

    City Attorney Martineck presented the timeline of the matter and nature of the violation. Paul Diegel of Legacy Developments spoke and disputed the violation. Attorney Dierra Diegel presented a rebuttal of the alleged violation. The hearing was closed. Internal discussion ensued.

    Commission Joe Tykwinski made a motion to table this item with the agreement Mr. Diegel will give the City of Valley City a plan of action to clean up the property within ten business days. Seconded by Commissioner Ian Jacobson followed by a roll call vote and unanimous approval.

    Discussion on The Proposed Renaissance Zone Updates

    City Administrator Gwen Crawford presented the proposed changes in the 2025-2035 Renaissance Zone.

    No action required. Information only.

    7.7.2025 Mayor’s Message

    Hello Folks,

    • It has been a bit over two weeks since the terrible Friday Night Storms ravaged our area.  While some folks suffered greater damage than others, our whole town needs some “TLC”.  Please remember in your hearts and prayers those who mourn for friends and family who died in the storm.
    • The Minnesota Twins haven’t been winning much, but they had two walk-off wins over the weekend, one with a home run and one with a BUNT!  “Who’d a thunk it”?
    • Thanks to our city employees who are doing a great job picking up trees and branches.  Finishing the pickup will take a while as they are merging that task with their everyday tasks, so please be patient.  If you choose, you can haul your own trees & branches to the transfer station at no charge.  Thank you.
    • Our Valley City Barnes County Development Corporation is continually working to amplify the vitality of Barnes County.  One program is the “Single-Family Home Buyer Assistance Program”.  It has been very popular and funding for four houses within the Valley City limits is still available at the time of this writing.
    • Believe it or not, high school & college fall sports will begin in August! Beginning a new season is full of excitement and new hope for athletes, coaches, officials and fans.  Give back to the sports you love, become a game official. Call 701-845-3953, thank you.
    • The Barnes County Emergency Management Department has designated an official storm shelter location available to Barnes County residents living in trailer homes, staying in campers, or a place without a basement to seek safety from dangerous conditions.  The Connect Church at 320 Central Avenue South in Valley City is the site.  The shelter will be opened when the National Weather Service issues a Tornado Watch and will remain open as long as hazardous weather conditions persist.  If you have any questions please contact Barnes County Emergency Management at (701)845-8188.

    Chair Mike Schell presided and called the meeting to order at 4:00 on Wednesday April 9th, 2025.

    Commissioner Bill Carlblom moved to approve the minutes from the March 11th, 2025 meeting seconded by Commissioner Tim Durheim. Motion passed with unanimous approval.

    Building Inspector Report

    Building Inspector Mike Blevins sent the permit list to the board, Fire Chief / Building Inspector Lance Coit gave an update on the current building permits. There have been some permits for stabilization and one new garage permit.

    Public Hearing for preliminary plat for Hyland Park Estates II – H & G Holdings

    Chair Mike Schell opened the pubic hearing.

    Home owner Megan Zarbano explained this plat was to clean up some lot lines and adding land to the Zarbano parcel.

    Commissioner Jeff Erickson made a motion to close the public hearing, seconded by Commissioner Bill Carlblom

    Internal discussion was had. The plat is cleaning up some of the lot lines.

    Commissioner Ian Jacobson made a motion to approve the Hyland Park Estates II plat. Seconded by Commissioner Joe Tykwinski followed by a roll call vote and unanimous approval.

    Public Hearing for preliminary plat Bishop Subdivision – Mike Bishop

    Chair Mike Schell opened the public hearing.

    Owner Mike Bishop explained he bought the building and has divided it into two business spaces. The plat will allow there to be two separate abstracts and legal descriptions.  Alley Beans will own the side with the offices and use it for their roasting house and Mike Bishop will own the garage side

    Commissioner Bill Carlblom made a motion to close the public hearing, seconded by Commissioner Joe Tykwinski.

    Commissioner Tim Durheim made a motion to approve the Bishop Subdivision plat, seconded by Commissioner Ian Jacobson followed by a roll call vote and unanimous approval.

    Public Hearing – Variance Bishop Subdivision

    Chair Mike Schell opened the public hearing.

    The variance would be for the lot size due to previously divided property. Variance for setbacks due to pre-existing structure on the lots.

    Commissioner Tim Durheim made a motion to close the public hearing, seconded by Commissioner Ian Jacobson.

    Commissioner Joe Tykwinski made a motion to approve the Variance for the Bishop Subdivision plat, seconded by Commissioner Bill Carlblom Followed by a roll call vote and unanimous approval.

    Public Hearing regarding a change in zoning requested by VC30-LLC

    Chair Mike Schell opened the public hearing.

    Owner Chris Volk spoke to the commission on his request to rezone his property to allow multi-family use within the existing building on property as well as possible development of more multi-family buildings on the remaining land. Chris would like to rezone to be able to put sprinklers in the building and be able to rent to residents with Barnes county housing. Chris would also like to be able to convert units into studio style apartments.

    City attorney Carl Martineck spoke about the understanding with the City that the building would be operated as a motel not an apartment building. City Planner Joel Quanbeck went over his findings. The current zoning is B2. Quanbeck does not feel this is a good choice to rezone as a multi-family because it is not consistent with the City of Valley City future land use plan. The property only has one access to the property with a large gas station in front of the property

    Commissioner Bill Carlblom made a motion to close the public hearing, seconded by Commissioner Jeff Erickson

    Internal discussion was had. Commissioner Jacobson express concerns with only one access to the property. Commissioner Durheim explained his concern if something would happen at the gas station located at the entrance of this property. The commission asked if he had a plan for the future use. Volk did not have a future use plan. The commission asked Volk to submit a plan for review.

    Commissioner Jeff Erickson made a motion to decline the rezone request from VC30-LLC, seconded by Ian Jacobson. Motion passed to decline

    With no other items to discuss, Chair Schell called the meeting to close at 4:32pm

    Howdy All,

    • The powerful June 20th storm created hardships and tragedies around Valley City and the region.  The clean-up efforts are amazing with “neighbors helping neighbors”, it has been heartwarming.  With so many people suffering losses, please be patient with City Crews, volunteers and insurance workers as they have many damages to assess and repair.
    • Kudos to our city employees for facilitating restoration and clean-up.  Great job Everyone.
    • Last week people from the North Dakota Department of Emergency Services visited Valley City to assess damages.  Along with a tour of Valley City and the transfer station, they confirmed our precise procedures to apply for FEMA cost shares are in line. The Fourth of July, is a federal holiday in the United States which commemorates the ratification of the Declaration of Independence

    • Many overhead electrical wires went down in the storm when trees fell on them.  If there had been underground wiring, there would not have been power outages.  The city will provide up to a $5.00 per foot discount for the installation of electrical underground wiring.  For information to see if underground is for you, please call:  701-845-8143
    • The Sheyenne Valley Community Foundation is accepting applications for its Community Grant Round!  Local nonprofits are encouraged to apply at: https://www.yoursvcf.org/grantopportunities.  Application deadline is July 25th 2025.

Non-residents must provide the address of the City of Valley City business the individual operates or works at or the address of real property which the individual owns within the City of Valley City. Comments cards must be provided to the meeting secretary and approved prior to speaking. Public comments are limited solely to business matters and concerns pertinent to the City.
