A building permit shall be required for the addition or enlargement of non-structural concrete, including but not limited to sidewalks, driveways, patios, parking pads, and equipment pads; however, a permit is not required if there is no change to the original footprint of an existing area of concrete.

President Carlsrud Remined Residents to Enjoy the Upcoming Light Parade and Thanked City Staff for Their Work on Holiday Decorations and Storm Cleanup.

12.29.2025 Mayor’s Message

Hello Folks,

  • Have you heard of Betty Reid Soskin?  Being a black woman, Betty couldn’t be a “Rosie the Riveter” during WWII as those positions were for white women.  That being said, she served our nation in numerous other ways; she was a *National Park Ranger, a union clerk, a legislative aide and historian to name a few.  Betty Reid Soskin, the National Park Service’s oldest active ranger, retired at the age of 100 and recently died at the age of 104.  For more, go to our Valley City Barnes County Public Library or search “Betty Reid Soskin”.
  • Last Saturday after the ice melted from the interstate, I drove to Bismarck.  The sky was cloudy and there was a moderately thick, gloomy fog.  Just west of Jamestown the clouds lightened and near Windsor the clouds cleared and the sun shined brightly behind me.  It had been awhile since the sun had shown its splendor so it garnered my attention.  The hoarfrost was in its glory, shining a brilliant white with a vivid blue sky in the background. I was in awe, it was a blessing. 
  • It has been busy for many groups of people during the time from Thanksgiving, Hanukkah and Christmas Holidays, and now into the New Year.  In addition to holidays, there is a plethora of NCAA Football Bowls and NFL Playoffs for the dedicated football fans.  In addition to the FBS & NFL Play-offs, there are approximately thirty other “bowl games” during which folks can gather for food, fellowship and football.  Enjoy.
  • Exercise can be fun, social and good for us.  So, take a dance class, hit the hiking trails or try pickleball. Find a physical activity you enjoy, and just do it.  Bored? Try something new, or do something with friends or family.  ~ Mayo Clinic
  • Remember to clean your sidewalks within 48 hours of a snow event.  Please do your best, thank you.

12.22.2025 Mayor’s Message

Christmas Greetings,

  • As the Jewish Hanukkah Celebration winds down, the Christian Celebration of Christmas ramps up.  December 25th Christians commemorate the birth of Jesus Christ through religious and cultural traditions.  Around the world special church services are held with heartfelt caroling, focusing on love, peace, generosity and family.  In addition to church activities, families commonly gather to honor Jesus’ birth with food, gifts and companionship.
  • Our Valley City Fire Department held its Christmas Party last week.  There was a great turn out with current and retired firefighters sharing the camaraderie and special bonds that have grown among them over the years.  The commitment includes, but not limited to their time away from family and hours of training which lead the way to lifelong relationships.  Blessings and be safe.
  • Remember “The Reason for the Season”
  • Even though significant winter weather events have missed us, there have been enough snow falls to create challenges with snow and ice.  Managing snow and ice on city streets is an “art” and our folks do a great job.  During my years with the North Dakota High School Activities Association, Sheryl and I traveled the state extensively and we felt there wasn’t another town with better snow removal than Valley City.  Thanks All.
  • With Christmas Eve being Wednesday, perhaps it would be enjoyable for you to drive around and see residential and city Christmas lighting.  Many folks have done great work decorating around their properties while our city electrical crew has added some new decorations along with “revamping” older decorations making them look like new.  Great job, thank you guys.
  • Clean snow and ice from around your garbage containers so they can be accessed for pickup.
  • Merry Christmas from our house to yours and may your family gathering be filled with love, joy and peace.

12.15.2025 Mayor’s Message

Hello Everyone,

  • At the time of this writing, gunmen had killed at least 15 people at a celebration of Hanukkah! What a horrible beginning to Hanukkah, a time that is to be one of “joyous victory” for the Jewish community.  Also, Christians are recognizing the Advent Season in preparation for the Christmas season celebrating Jesus’ birth. Pray that our world can find safety and peace for all people.  Please everyone, “Love your neighbor as yourself”.
  • On the lighter side, football is in the air at the college and professional levels.  The FCS division is moving into its semifinal week while the FBS begins its first-round week.  The NFL had key matchups over the weekend clarifying some playoff spots and making some others more cluttered.  A great time for “Football Junkies”, enjoy.
  • Holiday lighting is prevalent around town, folks have done nice jobs decorating their properties.  Thank you all for beautifying Valley City and remember “The reason for the season”.
  • The 2025 Winter Solstice of the Northern Hemisphere is Sunday December 21st.  With that, our time of daylight increases beginning Monday the 22nd, WOO HOO!!
  • In 1958 there was an electrical power shortage, somewhat like today.  Thus, the Mid-West Electric Consumer Association (MWECA) was formed.  The coalition served rural co-ops and public power districts that purchase federal hydropower from Missouri River Dams (Pick-Sloan Program) to ensure fair rates and reliable power.  Missouri River Energy Services (MRES), as an MWECA member, represents us in the coalition which is still working today.
  • Exercise is critical for us, young and old alike.  If it is too cold for you to get outside and exercise, Google “Chair Exercises”.  They have beneficial exercises shown for all, why not try them?

Public Comments

This portion of the meeting provides a limited public forum for Valley City residents, property owners and business owners to address the Board of City Commissioners on topics related to City business.  Interested persons must submit a comment card with the individual’s name, address, and the topic to be commented upon. Non-residents must provide the address of the City of Valley City business the individual operates or works at or the address of real property which the individual owns within the City of Valley City. Comments cards must be provided to the meeting secretary and approved prior to speaking. Public comments are limited solely to business matters and concerns pertinent to the City.

The following rules apply to Public Comments:

  • Limited to five minutes per speaker.
  • Must not interfere with the orderly conduct of the meeting.
  • Must not be defamatory, abusive, harassing, or unlawful.
  • May be prohibited if an alternative procedure exists to bring that particular type of public comment before the City, the public comment includes confidential or exempt information, or the public comment is otherwise prohibited by law.

12.01.2025 Mayor’s Message

Greetings Everyone, 

  • There have been a number of instances this fall where vehicles have ignored school bus stop arm signs.  Stopping is the law, it is NOT a suggestion!  Worse than breaking the law, there is a chance you could kill a child, not something with which any of us would want to live.  PLEASE respect the stop arm law.
  • Winter weather seems to have arrived in Valley City as well as much of North and South Dakota.  Though I am hardly ever ready for the first snow, the very white blanket of insulating snow we have is quite pretty.
  • I am grateful for the “Merry & Bright Carolers” who caroled along the Parade of Lights route and presented a few numbers at the Lighting Ceremony in Veterans Park.  Thank you for sharing your talents with us.
  • Winter snow and ice events create especially hazardous driving conditions, even in town.  Our street crews do a great job cleaning snow and treating ice, remember the down town area and emergency routes are done FIRST.  Residential areas are later, we in those areas need to live with rough and icy roads until crews can reach us.  Generally winter driving needs to be a bit slower to be safe.
  • Valley City’s Chamber of Commerce Parade of Lights was held Saturday.  A wonderful crowd on a beautiful light snowy, cool night about which Kaleen said “It was like a Hallmark Movie” was there for the parade, visiting friends and of course, parade candy.  Thank you to all who constructed and shared parade units.
  • Kudos to our Electric Department for great design and installation of the beautiful lighting in Veterans Park and City Hall Park.  Congratulations Hatley Thoreson, winner of the Christmas in the Valley Button artwork.  He had the honor of throwing the “master switch” to illuminate Veterans Park.  Thank you Hatley
  • I hope your Thanksgiving was as Blessed as ours.  Sue made a great meal for a group of family and friends which we followed with dessert, visiting and some football.  We are grateful for family and friends.

Called to Order

President Carlsrud called the meeting to order at 2:30 PM.

Agenda Items

Overview of the 2024 Audit Report by Brady Martz
Matt Laughlin presented the audit, reporting a clean (unmodified) opinion.

Review Monthly Expenditure Reports
Expenditures were reviewed with no major concerns. Notable items included sanitary sewer relining and service center bills. Everything is tracking as expected.

Quarterly Engineer Report
Engineering costs are in line with the budget. Public Works site engineering is a major component.

Update on Viking Trailer Court
David Wick reported on completed drainage improvements and plans for 2025. A proposed plan from the engineer is expected by December and will report back full project completion is estimated to take at least five years.

Discuss Renewing School Resource Officer Contract
The SRO contract will be renewed for five years with updated school contributions due to inflation. Payment terms will shift to biannual (January and August).

Discuss Master Police Officer Position
A new Master Officer role will replace two sergeant positions, offering advancement opportunities and integrating FTO duties. The change is budget-neutral and supports retention.

Discuss Series F, Red River Valley Water Supply Project
No immediate action required; further discussion will occur later.

Discuss Extension of City Administrator’s Contract
The Commission expressed strong support for Gwen Crawford. Commissioner Erickson inquired if contract could be extended to 2030.

Discuss Bids for Northwest Area Water System Improvements
Three contracts totaling $3.47M were awarded, with a total project cost of $4.3M. The city’s share is $1.7M, with a $500K buy-down. A 2% water rate increase will cover the bond repayment. The Commission agreed to include the alternate bid for removing the National Guard water tower, contingent on cost-share approval.

Discuss Water Tower Surcharge Amount
A $1.90 monthly surcharge was recommended (instead of $2.00) to cover the bond repayment. This will be included in the January billing cycle.

Discuss Status of Phase IV PFP
Final plan review is scheduled for mid-November. Bidding is expected before or after Christmas. Funding is in place.

Discuss Permitting of Concrete Work and Regulation of Stormwater Management
The Commission discussed requiring permits for new concrete work and drainage plans for elevated construction in floodplains. Ordinance updates will be drafted for review.

Department Reports

Sanitation Department Forman Swart reported landfill software goes live Nov. 3. Credit card payments are increasing. Electronic recycling event planned for January.

Water Department Projects are on hold pending final approvals. Lead line inventory submitted.

Electric Department Electrical Superintendent Senf reported no major updates; awaiting foundation work.

Fire Department Fire Chief Magnuson reported they have received $179,850 FEMA grant for bunker gear. Fire Prevention Week was a success.

Police Department Police Chief Horner reported 787 calls for service. Community engagement and active shooter training were highlights.

Street Department Operations Superintendent Klemisch reported hydrant flushing and snow equipment prep underway.

Administration

City Administrator Crawford discussed buyout policy exceptions and long-term planning for floodplain properties.
