President Carlsrud called the meeting to order at 7:00 AM.

Members present: Commissioner Magnuson, Commissioner Bishop, Commissioner Erickson, Commissioner Gulmon

Members absent: None

Others Present: City Administrator Crawford, Finance Director Klein, Deputy Auditor Johnson, City Attorney Martineck, Police Chief Horner, Assessor Current, Administrative Assistant Hintz.

 

New Business

Discuss and Approve the 2025 Preliminary Budget

Finance Director Klein reported that at this time we do not have an estimated value of a mill from Barnes County. Based on assessed property values, we are estimating the increase in value of a mill to be 4%. The 2025 Preliminary Budget has a 3% increase in dollars levied compared to the 2024 Budget. Last year’s increase from the 2023 Budget to the 2024 Budget was 4.8%. The increase in expenditures in the General Fund is 4.8%. The 2025 Transfers In are the same as 2024 with $260,000 being transferred in from Fund 241 Property Tax Relief. Transfers Out total $445,833 to Fund 225 Building Reserves $101,950, Fund 230 Renew & Replacement $243,883, Fund 290 Infrastructure R&R $100,000. Cash reserves are at $1,536,574 which is 34% of expenditures, this is within the guidelines set in the City’s Fund Balance policy.

The transfer from the Utility Fund to General Fund is $250,000 less than in 2024, this $250,000 will be designated for the new Public Works Service Center. The Public Works Transfer In is $85,000 less than 2024 to Fund 231 Street Renew and Replacement.

The proposed salaries in the 2025 Budget includes a 4% cost of living allowance (COLA) increase and a step increase in the 0-24-year salary schedule.

The increase in health insurance premiums for 2025 is approximately 4.5%. In 2024 the City paid for 80% of the premiums, in 2025 the City’s share of health insurance premiums will increase to 85%. In 2025 the City will also pay a $2,000 insurance incentive to those employees who are not on the City’s Health Insurance Policy through NDPHIT. The City’s contribution to the employee’s HSA accounts would remain the same, with the employees matching a portion of the contribution in order to receive the full amount.

Commissioner Gulmon moved to approve the 2025 Preliminary Budget as presented which includes the proposed salary structure and 4% COLA, seconded by Commissioner Bishop. Motion carried.

RESOLUTION

Approve Resolution 2452, a Resolution Amending the Master Fee Schedule. Amending andRevising the entire Master Fee Schedule with up to date Fees & Charges for Services from all Departments.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford thanked the Public Works Crew for the work they did during and after the storm early Monday morning. Thank you to Finance Director Klein with all the prep work on the 2025 Budget and to all the Department Heads for getting your information into Brenda.  Thank you to the Portfolio Holders as well.

Engineer Petersen gave an update on the Construction Projects happening around town. The Crews are working around the weather delays as much as possible.

Mayor Carlsrud echoed City Administrator Crawford’s Thank You regarding the 2025 Budget & Cleanup after the Storm. Thanks to all of our Employees, we have a wonderful Staff and we are grateful for that.

9.2.2024 Mayor’s Message

Hello Everyone,

  • I hope your Labor Day weekend was a relaxing time with family, friends and just doing some things you enjoyed.  As a kid living in the Wolverton, MN area, we were generally stacking hay bales to beat the band on Labor Day as school started the next day!  “Upon review”, it was a good time in our lives.
  • Last week was a good week for our construction projects.  It seems like it was “long ago” since the last time the crews came to work on a Monday and not have to deal with water and mud from weekend rains.  So, much was accomplished. YAY, thanks everyone!!
  • Last week we mentioned the Emerald Ash Borer and the danger it poses to your Ash Trees.  Today, please check your Maple Trees for chlorosis, if they are turning gold/yellow too soon they are suspect.  Birch Trees are also at risk due to the Birch Borer, signs are sick looking branches and dropping leaves.  If you check soon enough, you may save your trees.  Take good care of your trees and best wishes.
  • August 24th was National Hydropower Day! For over 140 years, hydropower has fueled the nation with clean, renewable energy. To collectively recognize hydropower’s contributions to bolstering the nation’s clean energy infrastructure, providing grid resiliency and reliability, August 24th was established as National Hydropower Day.  Valley City’s power mixture includes about 73% Hydropower along with wind, solar, nuclear, coal, natural gas & diesel.  We use a significant amount of “clean energy”.
  • In case you haven’t noticed, November will bring the North Dakota General Election too.  Please invest a little time to become an informed voter, study the candidates and the measures.  Know your candidates and especially understand the measures.  Measures can be confusing and look really good on the surface, but have some pronounced consequences under the surface surprising you.

Hi Everybody,

  • Schools are in session and it is nice seeing the “buzz” from students of all ages around town.  “Thank you” to all students who have chosen Valley City; welcome and we are glad you are here.
  • That said, welcome back to all teachers and administrators.  You hold the future of the youth in your hands.  Have a great year.
  • The Valley City Fire Department Fire & Rescue Teams have been pretty busy recently.  One call last week was a house fire where flames extended approximately 40 feet in the air when fire fighters arrived.  One fire fighter said “I didn’t think we could save it”!  With the fire fighters’ expertise and equipment, part of the building was destroyed, but a major part was saved.  We who are served by our volunteer fire fighters are indubitably Blessed.  Thank you to all who serve. 
  • A crowd between seven & eight hundred people (infants to 80’s) attended the Dakota Riders Hill Climb Saturday; competition was keen.  About 65 riders competed from the Mini to 600 classes and it was a great event.  Thank you Dakota Riders.
  • Sadly, the Emerald Ash Borer has found its way to North Dakota.  The tracking I saw showed the borer near Moorhead and now it is south and west of us.  When it gets here, untreated Ash Trees will be devastated.  Please check with your county agents or city foresters and learn about options for your Ash Trees.
  • With the wonderful growing conditions this year, gardens are plush with bountiful yields.  Thank you to all gardeners who have been sharing the fruits of your labors with others.
  • Labor Day is celebrated annually the first Monday of September.  The celebration is recognizing the efforts to improve working conditions during the Industrial Revolution such as the eight-hour work day.

Hello Folks,

  • Many schools are opening this week.  With excited kids, more traffic, bikes, pedestrians and construction, there will be greater dangers.  Please be extra careful out there.
  • Saturday the Dakota Riders Motorcycle Club sponsors its annual Hill Climb just south of the I-94 exit 290.  Classes are Mini, 150, 250, 450, 650, Open, Powder and Senior.  Watching the skillful riders is really fascinating to me.  The Mini Class has had contestants as young as three and around age 8 many begin riding bigger cycles; they are good too!  Many proceeds are donated to charities so if you haven’t attended before, grab a lawn chair (there is some seating), stop by a concession stand for some goodies and enjoy the show.
  • Not only are squirrels a leading cause of our power outages, they have identified that garbage containers can be “great sport”.  If there is more garbage than what allows the lid to close completely, they can reach in, tear the bags and strew garbage around driveways and or yards.  Try to keep your lids closed.
  • Valley City citizens, if you need wood chips or some black dirt, call the Transfer Station at 845-0314 to check availability.
  • Last weekend the Williston Basin Football Officials Association facilitated the “Gridiron Tune-up”, for football officials & coaches.  The beautiful Williston High School and Football Complex hosted classes in the theater and scrimmages on the turf field.  There were numerous educational, networking and relationship building  opportunities.  BECOME AN OFFICIAL to be “part of the game”, “give back” and have a great time; CALL 701-845-3953.
  • Be sure to check Contractors’ Licensure before hiring them.  For your protection, call  City Hall at 701-845-8121 and confirm your contractor is licensed.  There are some out there who have been unscrupulous and scammed people out of significant amounts of money.  Be prudent.
