President Carlsrud called the meeting to order at 5:00 PM.

Approve Monthly Reports from the Fire Chief, Electrical Superintendent, Building Inspector Finance Director and Municipal Judge.
Approve Minutes from the 11.19.2024 Special Commission Meeting and 11.19.2024 Commission Meeting.
Commissioner Bishop moved to approve, seconded by Commissioner Erickson.
Motion passed unanimously.
RESOLUTION
2466, Resolution Approving Engineers Report and Directing Preparation of Detailed Plans Specification and Estimate of Probable Costs for Paving Improvement District No. 130, Sanitary Sewer Improvement District No. 70, Storm Sewer Improvement District No. 56., and Water Main Improvement District No. 106.
Commissioner Gulmon moved to approve, seconded by Commissioner Bishop. Roll Call Vote: Magnuson – Aye, Erickson – Nay, Bishop – Aye, Gulmon – Aye and Carlsrud – Aye. Motion passed.
2467, Resolution Declaring Necessity of Improvements for Paving Improvement District 130.
Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.
Motion passed unanimously.
NEW BUSINESS
Approve Property Buyout of 1010 2nd St SE in the amount of $39,710.
Commissioner Magnuson moved to approve, seconded by Commissioner Bishop.
Motion passed unanimously.
Approve Property Buyout of 227 10th Ave SE in the amount of $6,930.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.
Motion passed unanimously.
Approve 2024 Zoning Districts Map for Valley City. This will be updated yearly.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.

Consider Merchant Processing Agreement with Evolv and Service Fee Processing
Agreement with GovCard for City Hall, Police Department & Municipal Court.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.

Consider & Approve moving the February 18th Finance & Commission Meetings to
Thursday, February 20th, 2025 due to the League of Cities 2025 Capitol Connection.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.
Motion passed unanimously.
CITY ADMINISTRATOR’S REPORT
Finance Director Klein reported that the City has received their final payment on the December 2023 Ice Storm from the State of North Dakota in the amount of $153,300 to cover expenses.
Assessor Current shared that the Primary Resident Property Tax Credit will again be available for 2025 and if you answer the 3 questions, you will receive $500. towards your 2025 taxes.
Police Chief Horner reminded all Residents to remove vehicles from snow emergency routes and other streets after snowfalls for easier cleaning. He also shared a reminder about moving vehicles within 72 hours, or they are subject to tickets and towing. No parking trailers on City Streets after October 1st.
Commissioner Gulmon discussed the financial position of the City through October. Nice good report.
Commissioner Erickson reminded Residents to keep your garbage containers free of snow. At least 3’ of clearance is needed.
Commissioner Bishop thanked the Fire & Police Departments and their staff.
City Administrator Crawford shared that the North Dakota Industrial Commission recommended our grid resilience grant request of 1 million, 53K for the rebuilding of our 1.869KB transmission line. This is our main power line. Also, Electronic Recycling will be available once again in January from the 13th to the 17th for a fee.
Mayor Carlsrud invited all to take a drive around town as the streets are clean and the Holiday Decorations are up and look great. Thank you to all the Employees for all that you do.
