RES 2487 Resolution Approving Electric Utility Revenue Bond Series 2025 in the amount of $13,000,000 through the Bank of North Dakota Infrastructure Revolving Loan Fund.

Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.

RES 2488 Resolution Approving Final Plat of B&G Subdivision, City of Valley City

Commissioner Gulmon moved to approve, seconded by Commissioner Bishop.

Motion passed unanimously.

RES 2489 Resolution Approving Final Plat of Bishop Subdivision, City of Valley City.

Commissioner Bishop abstains due to a conflict of Interest.

RES 2490 Resolution Authorizing the Issuance of Improvement Warrants and Exchanging them for $1,200,000 Refunding Improvement Bonds of 2025. Jon Lundby with Colliers reported that the City received a rate of 4.26% for 30 years. The City has a really good rating of 8.1.          

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.

RES 2491 Resolution Determining Sufficiency of Protests for Paving Improvement District 132. Finance Director Klein reported that there were no protests.

Commissioner Magnuson moved to approve, seconded by Commissioner Bishop.

RES 2492Resolution Accepting Bid and Awarding Contract for Paving 132 and Paving 129.

Approve Monthly Bills for the City and Public Works in the Amount of $1,483,468.

Approve 2025 General Fund Budget Amendment for Transportation Plan

Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.

Approve the request for additional funds to support establishment of the new Single-Family Home Buyer Assistance Program to fund six homes in Valley City.

Approve contract with the State Tax Commissioner to administer the City of Valley City’s local sales, use and gross receipts taxes for the 2025-2027 biennium.

Approve Amendment to Exhibit A – Resolution 2465, to Correct Administrative Error in Published

Rates and Fees for Solid Waste Service. Verify the changes on the Master Fee Schedule.

Approve Recommendation from the Renaissance Zone Authority Board to Approve the Application

from Sullivan Construction for a 5-year State Income Tax Exemption and a 5-year Property Tax

Exemption Capped at $300,000 Valuation on a New Single-Family Home and Designate it as VC-138.

Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.

CITY UPDATES & COMMISSION REPORTS

City Assessor Current shared that the Primary Resident’s Tax Credit went up from $500. to $1600. for 2025. Property Owners will no longer receive an estimated tax notice in August. Your tax notice will now list the past years taxes and everyone will get a notice. 

Commissioner Gulmon gave an update on the Service Center. Dirt work should happen in June or July of 2025 with a completed Service Center end date of September 2026. Gulmon also gave a shout out to the Crews who worked during Cleanup Week thanking them for all their efforts.  

Commissioner Erickson dittoed the thank you to the Crews for their work with Cleanup Week. He also reminded all that trees & branches will be picked up May 29th a& 30th. The Transfer Station will be open on May 31st for Residents to haul trash to the Station at no charge. There will also be an Electronic Disposal Week, June 9th through the 13th. Residents may bring their old electronics to the Transfer Station & dispose of them for just $.75 a pound.   

President Carlsrud thanked the Staff and Commissioners for all they do for the City.

City Commission Finance Meeting

President Carlsrud called the meeting to order at 2:30 PM.

Roll Call

Members present: President Carlsrud, Commissioner Bishop, Commissioner Magnuson, Commissioner Erickson, Commissioner Gulmon.

Agenda Items

Review Monthly Bills/Reports. Finance Director Klein reviewed the monthly bills and reports.

Discuss Camera Grant. City Administrator Crawford shared with the Commissioners that the original Grant for the Cameras did not cover all of the expenses but there are funds from other Grants that will.

Discuss an Ordinance allowing Chickens in City Limits.  President Carlsrud shared that a number of Citizens have reached out and inquired about raising chickens. The Commissioners have asked City Attorney Martineck to look into what neighboring Cities allow and draft an ordinance for the June 17th meeting.

Review City Mobile Home Park Regulations. City Attorney Martineck will draft an Ordinance about the age, model types, as well as installation allowed and where they are allowed in the City.

Discuss 2025 General Fund Budget Amendment for Transportation Plan. The Commissioners agreed to move forward with this plan.

Discuss Administrative Approval for Changes to Applications on Liquor Licenses. The Commission agreed that notification for these changes is appropriate and Commission approval is not needed.

Review Gaming Site Authorization Regulations. City Attorney Martineck will draft an ordinance for Site Authorizations requiring the Gaming Operator to have ties to Valley City.

Discuss New Renaissance Zone Island. Discussion was had on the Renaissance Zone Authority Board moving forward with a new Island. This will allow more locations for the building of new homes that will qualify for the Renaissance Zone Tax Credits.

Discuss Possible Sale of Lot 3, Block 2, Bjornson Heights Parcel. City Administrator Crawford shared that there is interest in purchasing this piece of property to use for recreation. The Commissioners tabled the discussion until it is determined how much of the property is needed and the planned use of the property. There are concerns for the hill side and road below.

Department Reports

Department Spotlight – Police Department

Sanitation Department Supervisor Swart explained the process for picking up the garbage during Cleanup Week. Three different trucks loading different materials go around and collect the trash. Residents are still able to haul their items to the Transfer Station on May 31st at no cost. June 9th – 13th is Electronic Cleanup Week. During that week, you may take your used Electronics to the Transfer Station and dispose of them for just $ .75 /lb.  

Water Department Water Supervisor Hesch explained that they are using surface water currently and not the aquafer.  

Electrical Department Electrical Superintendent Senf had 1 outage caused by a squirrel since last meeting and that his Team is busy working on projects.  

Fire Department Fire Chief Magnuson reported calls were back up for the month. They have also been busy removing signs around town and issuing notices for blighted or dangerous properties.

Police Department Police Chief Horner shared the calls that his Team has had over the last month. They have been busy with Compliance Checks; Peer Support and Community projects and events. They will be swearing in new Police Officer Chaise Johnson today.

Street Department Operations Supervisor Klemisch’s Team has been busy completing the hydrant flushing around town. Cleanup week was very busy and they plan to pick up sticks & branches the 29th and 30th.

Finance Director Klein informed the Commission that she will be mailing out the budget schedule for July. The Auditors will be coming next week. The City is very happy with the bond rates that it received. 

City Attorney Martineck shared the current job openings for the City; An accountant, a Public Works 1 and a Public Works 2. The Executive Assistant position has been filled.

City Administer Crawford shared that the Employees at Public Works & City Hall have been busy switching desk/office locations. The west door will become locked full time. The North door will become the main entrance. The plan is to have this completed in June. They have been working on Phase 4 – Flood updates, Final information should be coming next week. Bids in July and the process should be completed in 2026.Water tower update: State Water Commission request is ready to go, waiting on the State for the Emergency request. The Water Tower Plan Site is done as well as the Environmental Review. Looking to this fall for a bid date. Completed the base in 2026 and the tower in 2027. Finished the Connie Courtney PFP Buyout. Per confirmation from the State, Valley City can have 2 Islands in their Renaissance Zone Blocks. We will be holding a Public Hearing during the June 17th Commission Meeting. Prior to the meeting. Letters will be mailed to the landowners.

President Carlsrud asked the Engineers to take note of the bid requirements and dates with the changes that were made.

Review Quarterly Engineer Report. Finance Director Klein and Engineer Peterson discussed the report and how the projects are separated.

Discuss Loading & Unloading Parking for Businesses on Central. City Administrator Crawford shared an email received regarding a Loading/Unloading Zone for a business on Central. Much discussion was had on the best locations possible, times frames, signage and the current parking situation. The consensus was to educate and possibly add signage to the building.                                    

An update on Water Tower Project was given by Engineer Peterson and Engineer Eslinger discussed the Water Tower Project and where they are at in the project. They will be starting the environmental part shortly with a bench study and then incorporate Geo Technical work into it and then coming up with a base plan. They do not feel that they will have any new updates for a few months. Plans are ready for bid this fall. Commissioner Bishop asked for an update on the leak. Both Engineers reported that they are currently working on the funding.   

Discussion of Love’s Access Drainage continues. They have been working on ideas and do have some rough estimates on possible fixes. A background with Love’s and the original plan for the build was that it included plans for the water flow but due to a gas line were not able to be completed. A concern with fixing the water flow is the cost and who will pay for it. Another concern is traffic flow during the project as well as currently. The consensus is to look into fixing the whole area and not just small fixes.

Department Reports

Department Spotlight – Street Department – Part 1

Sanitation Department Supervisor Swart reported that the Transfer Station will be open Saturdays starting May 3rd. Clean Up week was determined and will be held May 19th – 23rd. You can start setting your items out for pickup after your garbage day the week of the 12th. Yearly Tree branch pickup will be the 29th and 30th.

Electrical Department Electrical Superintendent Senf and his team finished cleaning up at the Winter Show and are now working on the 3Phase project, waiting for an answer on the permit from CP Rail.

Fire Department Fire Chief Magnuson reported calls were down for the month but have been busy as of late. They are getting caught up on the fire extinguishers with the help of a couple local students. He is watching a couple blighted homes and has seen improvements on a few that were already notified.

Police Department Police Chief Horner shared that his Team had 639 Calls in the past month. They have been busy with Compliance Checks; Peer Support and the Taser 10s are out and deployed.

Street Department Operations Supervisor Klemisch’s Team has been busy filling potholes and will be starting crack sealing and flushing hydrants. If you see a pothole, please report it to Public Works so that it can be taken care of. Klemisch also gave an update on the dirt being removed from the new Service Center Site out to the Transfer Station for “farming”. Currently there are three PW1 openings in the Department and it was decided to hire one PW2 and one PW1 instead hoping for some applicants at this new level.

City Administer Crawford shared that the City will be posting for RFQs for a Tree Trimmer, Yard Mowing Service and an Appraiser. The Tree Trimmer and Mowing Service will be used when the City is not able to take care of it. The bill for the service will go to the property owner. Discussion was also had on the “Depot Road’. This road is in need of repair but it is not the City’s road it is privately owned.

Agenda Items Continued

Discuss Public Safety Issues of Viking Trailer Court. Discussion was had on the roads in Viking Trailer Court. This is a hazard as Emergency Vehicles would not be able to drive through. David Wick is working on getting this taken care of. Much of the water has been removed. Some road work has been started to alleviate the problem.

Discuss buyout/lease options for 2018 Loader and Backhoe. Operations Supervisor Klemisch’s shared that the lease is up and the new lease rate would be a substantial increase.  The buyout purchase price was given and determined that was the better route to take. The consensus was to move forward with the buyout. This will be added to the Commission meeting for a vote.

Discuss Single-Family Home Buyer Assistance Program. Attorney Martineck brought up discussion on the proposed Single-Family Home Buyer Assistance Program that the VCBC Development Corporation provided. There are a few issues that need to be discussed prior to moving forward. Under City, it stated Manufactured Homes and that is a very broad description. It must state it very clearly what kind of homes are wanted or not. Another would be the “Buy-Back Clause” and how that would work. The current intent is to issue a mortgage on the home. Another would be, if that happens, would the City get their percentage back? Finally, how will it work in the Renaissance Zone. Finally, what about the Electrical Temp Meter fee.

Discuss allowing Chickens in City Limits. Due to time constraints, this item will be moved to the May 20th Finance Meeting.

NEWS & NOTES

6/16/2025

Hello Folks,

  • Community Days activities along with the Bridge City Cruisers’ “Rally in the Valley” car show was held over the weekend.  Following a cool beginning Saturday, it remained dry with clouds giving way to comfortable temperatures and sunshine mid-afternoon. Thank you to the Valley City Area Chamber of Commerce, Bridge City Cruisers and all who contributed to a grand event.
  • The parade was a dandy with many people braving the cooler temperatures to watch the parade and see the kids racing for candy.  Thank you to all who sponsored parade units.
  • There were about 184 cars, tractors, motorcycles, etc. on display in the Saturday show.  Likely one or more of them would have been pleasing for everyone.  A special event.
  • This Year’s Junior Duck Stamp Art Exhibit is on display now until July 2nd at our Barnes County Museum.  Take this opportunity to view the young people’s great artistic talents.
  • The golfing season is underway and I hope you all can play as well and as often as you want.  For golf to be fun for all, please respect “Golf Etiquette”.  Golf etiquette includes, but is not restricted to, picking up tees on the tee box, fixing ball marks so you’d be comfortable putting over them, replacing divots, obeying roped off areas for carts and being respectful of all other golfers.  For more information, enter a search for “Golf Etiquette”.  Enjoy “The Grand Old Game”.
  • Last week I mentioned that stopping at STOP signs is for your safety.  In addition, the fine is about $80.
  • The Arbor Day Foundation encourages us all to plant, nurture and celebrate trees in communities and forests everywhere.  To be successful, we must plant the kinds of trees that have a chance to survive in our area.  In City Hall we have a list of trees conducive to good growing in our zone and soil types.  Be informed, your “favorite tree” may not be best for your place.

Public Comments

This portion of the meeting provides a limited public forum for Valley City residents, property owners and business owners to address the Board of City Commissioners on topics related to City business.  Interested persons must submit a comment card with the individual’s name, address, and the topic to be commented upon. Non-residents must provide the address of the City of Valley City business the individual operates or works at or the address of real property which the individual owns within the City of Valley City. Comments cards must be provided to the meeting secretary and approved prior to speaking. Public comments are limited solely to business matters and concerns pertinent to the City.

The following rules apply to Public Comments:

  • Limited to five minutes per speaker.
  • Must not interfere with the orderly conduct of the meeting.
  • Must not be defamatory, abusive, harassing, or unlawful.
  • May be prohibited if an alternative procedure exists to bring that particular type of public comment before the City, the public comment includes confidential or exempt information, or the public comment is otherwise prohibited by law.

  • This Tuesday the 10th is the last day to vote on our Valley City School Referendum.  With the property tax reform, our referendum can pass and many citizens’ taxes will still be less.  Information, pro & con, is available at https://www.hiliners.org/o/vcsd/page/referendum and 701-845-0483.  Please be informed and VOTE.
  • North Dakota State Representative Cindy Schrieber-Beck was a “champion” for her family, the State of North Dakota and the North Dakota  Agriculture Aviation Association to name a few.  My sympathies to her family and friends, she was a special woman.
  • STOP signs are NOT suggestions!  Please STOP as it is for your safety.  Thank you.
  • PUBLIC NOTICE: Changes at City Hall/Public Works.   • Thank you to all of you folks who worked so diligently manicuring your yards and touching up your properties for summer.  Valley City is looking “well kept”, thanks again and please continue your great efforts.
  • Tagging on the aforementioned, thank you to our city crews for facilitating clean-up week and branch pick-up, you are special. Our community is looking marvelous.
  • If you have neighbors who need help with their yards, please consider helping 🙂
  • Tuesday, June 3rd, at 6:30 there is an open house at Valley City High School.  Enter door N2 and enjoy food, tours and a public meeting.  If you are opposed to the project at this point, please take a little time to attend and see if there is any “new information”.  For Sue and me, it appears it would cost us less with the school project and the property tax reform bill than we paid this year.  As a face of our community, a new school will help entice people to live here versus driving here and taking their pay checks to other communities.  I’d rather they’d be paying taxes in Valley City helping us all.
  • Many people have challenges in their lives, the following is from a friend’s column:  “Keep the Faith.”  Paul said it to Timothy. “I have fought the good fight, I have finished the race, and I have kept the Faith.”  FSW has faced obstacles that required him to fight the good fight.  I don’t know when the race will end, but I know I must keep the Faith in a Lord that has blessed me.” ~ Friday Sports Wrap, thank you Oly.

Hello Folks,

  • The Valley City Public Schools Referendum is important to our community, our citizens, our city and our students. The school system is a “significant face” of Valley City and a new one will be appealing for people looking for a great place to live.  As an “older” resident in our district, I believe growth will broaden our tax base and lessen individual tax burdens.  For more information, please see:                             https://www.youtube.com/watch?v=LvoSQH-m_Mk
  • Dave Osborn is the #16 most noted North Dakota Sports Figure from years 1900 to 2000. He was outstanding in football and track at the University of North Dakota and played ten seasons for the Minnesota Vikings.
  • Summer programs at the Barnes County Valley City Library are ready to go.  Plan to visit the beautiful Carnegie Library Tuesday, May 27th, 4-6 PM for the “Kickoff Messtival”.  Fun with paint bombs, splat paint, color tag, along with hot dogs and BBQ will be enjoyed.  Oh, and remember, free movies on Tuesdays.
  • Next week the 29th & 30th city staff will be picking-up branches so please have yours ready.
  • Our transfer station was closed for the Memorial Weekend so it will be open Saturday the 31st for Valley City residents to bring cleanup week materials out at no charge.
  • Electronic Clean Up Week is coming June 6-13.  Watch for further information as the time draws nearer.
  • Last Saturday I visited with a former wrestling coach and state representative from another state.  He shared that there is a high number of successful legislators who have wrestling backgrounds.  He shared how he believes a wrestling background is conducive to a legislative setting.  Before the match they shake hands. They proceed to wrestle, it is a physically exhausting, mentally grueling hand-to-hand contest unlike any other sport.  Following the match they shake hands again!  People who have the attributes to endure the aforementioned can succeed in many facets of life.
